(a)provide buildings within or without the [Municipal area] [Substituted vide Orissa Act No. 11 of 1994 w.e.f. 31.5.1994.], be used as hostel in connection with schools for the maintenance and management of which the Municipality is responsible under Section 357 or Section 358, and maintain and manage such hostels;
