ORDER
1. The Appellant filed an RTI application dated 21.11.2024 seeking information on the following points:
I hold a Bachelor of Science degree in Physical Science (Computer Science) from the University of Delhi, where Computer Science was treated as a core subject throughout the three years of study, covering 10 papers in total. The University of Delhi has also referred to Computer Science as a core discipline and recommends evaluation for equivalence.Page 1 of 5

1. Which NIELIT course or level (O, A, B, or C) I am eligible to pursue based on my academic background?
2. If it is possible for NIELIT to evaluate the syllabus to determine the appropriate starting level or any equivalence alignment for further studies?
3. To which DOACEE (Department of Electronics Accredited Computer Courses) level syllabus is my Computer Science syllabus equivalent? Specifically, is it equivalent to O Level, A Level, or above?
4. If any committee or decision has been made regarding this equivalence, kindly provide a copy of the relevant document or notice.
2. The CPIO replied vide letter dated 12.12.2024 and the same is reproduced as under:-
Point No. 1: The O, A, and B Levels IT courses at NIELIT are aligned with Levels 4, 5, and 6 of the National Skills Qualifications Framework (NSQF) respectively. The entry requirements for these courses can be reviewed in the Qualification Files (QFs) at the link provided below..etc. Point No. 2: For equivalence and alignment with other courses or programs, the National Credit Framework (NCrF), which offers detailed guidelines on credit alignment and equivalence, may be referred. 3. Dissatisfied with the response received from the CPIO, the Appellant filed a First Appeal dated 15.12.2024 alleging that the information provided was incomplete, false and misleading. The FAA vide order dated 14.01.2025 observed as under :-
4. Immediate Action Plan: Provide an interim action plan to address equivalency concerns for degree holders until formal policies are operationalized./Clarify the official interim process for obtaining equivalency or certification.
--NIELIT follows NCrF for providing any equivalency.

4. In view of the above, the online appeal bearing Regn. No. NIEIT/A/E/24/00101 dated 15/12/2024 is hereby disposed of.
4. Aggrieved and dissatisfied, the Appellant approached the Commission with the instant Second Appeal dated 14.01.2025.
Facts emerging in Course of Hearing:
Appellant: Not present Respondent: Shri Akash Sharma, Additional Director, Shri Saket Saurabh Scientist C- participated in the hearing.
5. The Respondent while defending their case inter alia submitted that the relevant information has been duly provided to the Appellant. They averred that Appellant has sought information related to equivalence of external computer science syllabus with DOEACC levels and availability of any committee decision on the matter, they submitted that NIELIT does not provide mapping of external courses with its course levels (O, A, B, C, etc.), and no such specific committee decision or document was available on record. Further for broader reference, the NCrF document may be referred, which provides general guidelines on credit-based equivalence across different learning pathways.
6. A written submission dated 20.03.2026 has been received from the CPIO in this regard and same has been taken on record. The relevant extract whereof is as under:
"..a) The applicant had sought clarification regarding eligibility for pursuing various courses under the DOEACC Scheme (O, A, B, or C Level) based on academic background. In this regard, it is informed that eligibility for courses offered by the National Institute of Electronics and Information Technology is governed by prescribed guidelines and course-specific criteria notified on the official website. As per existing norms, candidates fulfilling the requisite Page 3 of 5 CIC/NIELT/A/2025/602429 qualifications may pursue 'O' Level or 'A' Level courses, subject to meeting the defined eligibility conditions The duration and entry requirements vary depending on the candidate's academic qualifications, and applicants are advised to refer to the official guidelines for detailed information prior to registration.
b) The applicant also requested evaluation of their syllabus to determine the appropriate entry level and equivalence for further studies. In this context, it was submitted that NIELIT follows a structured framework of courses as per approved norms and does not undertake evaluation of individual syllabi of external institutions or provide case-specific equivalence certification.
Admissions and progression are strictly governed by predefined eligibility criteria. However, for general guidance on equivalence and credit alignment across qualifications, the National Credit Framework (NCrF) may be referred. Additionally, in NIELIT O/A/B/C Level courses students can appear for assessment directly without undergoing training provided meeting the eligibility criteria.
c) Further, with regard to equivalence of external Computer Science syllabus with DOEACC levels and availability of any committee decision on the matter, it was informed that NIELIT does not provide mapping of external courses with its course levels (O, A, B, C, etc.), and no such specific committee decision or document was available on record. For broader reference, the NCrF document may be referred, which provides general guidelines on credit-based equivalence across different learning pathways..."
Decision:

The Commission after adverting to the facts and circumstances of the case, and perusal of records, observed that the Appellant has sought information related to whether Bachelor of Science degree in Physical Science (Computer Science) from the University of Delhi can be evaluated for equivalence with National Institute of Electronics and Page 4 of 5 CIC/NIELT/A/2025/602429 Information Technology / DOEACC course level (O/A/B/C) and which for level he is eligible. It is noted that the Appellant's queries had been appropriately answered by concerned PIO. Furthermore, written submission filed by the Respondent is comprehensive and self-explanatory. Commission notes that giving reasons/ opinions/ interpretations, etc are beyond the scope of duty of the CPIO. Thus, information as permissible under the provisions of the RTI Act has been duly furnished to the Appellant. In the given circumstances, no further intervention of the Commission is warranted in this case under the RTI Act. The appeal is disposed of accordingly.
Copy of the decision be provided free of cost to the parties.
