Section 17(1) in The Orissa Cultural Grants Rules, 1995
(1)In the event of violation of any of the terms and conditions mentioned in the sanction order, the voluntary Organisation shall be liable to refund to the Government the entire sanctioned amount or such part thereof as may be mentioned in the notice of demand alongwith interest, failing which the entire amount together with interest shall be recoverable as a public demand under the provisions of the Orissa Public Demands Recovery Act, 1962.
