Section 17(1) in Goa Computerised Network Lottery Rules, 2003
(1)The Director is authorized to make payment against the prize winning ticket. The Director is also authorized to make the arrangement for payment of lower denomination prizes of rupees five thousand and below, with the marketing agent.
