2. The Appellant was present in the Chandigarh studio of the NIC while the Respondents were present in our chamber. We heard their submissions.
3. The Appellant had wanted to know about the action taken on some petitions he had sent to the Supreme Court in the past. The CPIO had informed him that those had been filed as they were not found to conform to the PIL guidelines. She had also informed him that the relevant records relating to CIC/SM/A/2011/000991 these petitions no longer existed physically having been weeded out as per the record retention schedule followed by the Supreme Court. The Appellate Authority had endorsed the response of the CPIO.
4. During the hearing, the Appellant argued that he had raised important issues of electoral reforms in his petitions and, in his opinion, these were clearly covered under the PIL guidelines and that it was wrong on the part of the authorities to file his petitions and, later, to weed them out. However, the fact remains that not only had the Supreme Court decided to file his petitions as not conforming to the PIL guidelines but all the relevant records have since been weeded out. In the absence of the physical records, the CPIO cannot be expected to provide any information about the fate of those petitions. In any case, the CPIO cannot comment on the quality of the decision making by the Supreme Court of India.
5. Thus, there is no further information to be provided in this case. The appeal is disposed of accordingly.
