Section 238(a) in Police Regulations, Bengal , 1943
(a)Revolvers may be supplied at the discretion of the Superintendent to specially selected police-stations where the police employed have to deal frequently with dangerous criminals and their personal safety is in danger. Before the issue of the weapons the Superintendent shall satisfy himself that one of the Sub-Inspectors at the selected police-stations is qualified in revolver shooting.
