(3)A taluka panchayat may, also make provision for carrying out in the taluka any other work, measure, scheme or project which is likely to promote,-(a)the health, safety, comfort or convenience,(b)social, economic or cultural well being and(c)education including secondary education of the inhabitants of the taluka or part thereof.
