Section 10k(7)(d) in The Standards of Weights and Measures (General) Rules, 1987

(d)On an instrument used for weighing rolling loads (e.g., vehicle scale, rail suspension instrument) a rolling test load corresponding to the usual rolling load, the heaviest and the most concentrated one which may be weighed, but not exceeding 0.8 times the sum of the maximum capacity and the maximum additive tare effect, shall be applied at different points on the load receptor.
