Section 5(1) in The Orissa Animal Contagious Diseases Act, 1949
(1)The State Government may appoint any graduate of a recognised Veterinary College, whom they think fit to be a Veterinary Surgeon for the purposes of this Act, and may define the area within which he shall exercise the powers and perform the duties of a Veterinary Surgeon under this Act.
