4. Restriction on delivery and despatch of carbide. - No person shall deliver or despatch any carbide to any person other than the holder of a storage licence or his authorised agent or a port authority or a railway administration:
Provided that nothing in this rule shall apply to the delivery or despatch to any person of Carbide in quantities which are permitted by rule 26 to be stored without a licence.
