Section 18(a) in The Dibrugarh University Act, 1965
(a)to institute and confer degrees, titles, diplomas, certificates and other distinctions to be conferred on the basis of examinations and to withdraw any such degree, title, diploma certificate or other academic distinctions previously concerned, after considering the recommendations of the Post-Graduate Board and the Under-Graduate Board, as the case may be.
