Section 2(1)(xxx) in Bihar Minor Mineral Rules, 2017

(xxx)"Settlement" means a mining right given on behalf of the Government to quarry, win, work and carry away sand and other minor mineral(s) specified therein through a competitive bidding process as notified by the State Government;
