4. Consultation by the Executive Authority.
- The Executive Authority shall consult the Gram Panchayat and the Assistant Director of Mines and Geology having jurisdiction to, (i) identify the potential independent sources of sand for auction; (11) asses the quantity of the sand that can be obtained during the lease period; (iii) its market value; and (iv) minimum upset price.
