Sixty days before the expiration of term of office of any member of the Council, the Registrar shall invite the attention of the President of the Council and of the authority concerned to the necessity of holding fresh election or making fresh nomination, so that the successor may be elected or nominated, as the case may be, in due time to take his seat with effect from the day on which the term of office of the retiring member will expire.
