(3)The tribunal may, with the previous sanction of the State Government make regulations consistent with the provisions of this Act and rules made thereunder for regulating its procedure (including the place of its sittings, the formation of its benches and the award of cost) for the purpose of effective discharge of its functions and disposal of its business:Provided that until such regulations are made under this sub-section, the tribunal may adopt the regulations made by any of the existing tribunal functioning prior to commencement of this Act.
