(5)Notwithstanding anything contained in sub-section (4), upon the first constitution of the Board after the eighteenth day of January, 1966, provisions shall be made in the statutes for curtailing the term of the office of some of the members referred to in the said sub-section in order that, as nearly as may be, one third of the members shall retire every year thereafter.]
