Section 16(16) in The Orissa State Prosecution Service Rules, 1997
16.2Save as provided in sub-rule (1) in respect of posts required to be filled up by promotion under these rules, the existing, practice in the matter of appointment to any such post shall continue until such time as the posts in the service can be filled up in accordance with these rules.
