Section 358(1) in The Orissa Municipal Corporation Act, 2003
(1)No connection with any Corporation water works shall be made or renewed -(a)except by a Corporation officer or employee empowered in that behalf by the Commissioner; and(b)until the certificate specified in Sub-section (4) has been given.
