Section 134(1) in New Town, Kolkata Development Authority Act, 2007
(1)It shall be lawful for the Chairman or any member of the Development Authority or any person authorised by it or empowered by or under this Act in this behalf to make any entry into any place and to open or to cause to be opened any door, gate or other barrier,(a)if he considers the opening of such door, gate or other barrier necessary for the purpose of such entry; and(b)if the owner or the occupier is absent or, being present, refuses to open such door, gate or other barrier.
