(2)The [Vice-Chairman] [Substituted, by G.S.R. 1251, dated 27th June, 1968.] of an Advisory Committee may authorize the staff to give assistance to any member of that committee or of a sub-committee of that committee or to any other authority exercising executive or advisory functions in connection with the Act.
