Section 58(1) in The Medicinal And Toilet Preparations (Excise Duties) Rules, 1955
(1)The non-bonded manufactory shall at all reasonable times be open a inspection by the Excise Commissioner and other Excise Officer having jurisdiction over the area in which the manufactory is situated.
