Section 11(1) in The U.P. Avas Evam Vikas Parishad (Raising of Loans) Rules 1972
(1)The Board may for maintaining a register of debentures appoint an officer on such terms as it may determine, who shall be called the Registrar of Debentures, hereinafter referred to as the Registrar.
