Section 10(1) in The West Bengal University of Animal and Fishery Sciences Act, 1995
(1)The Vice-Chancellor shall be the principal administrative and academic officer of the University and shall be the ex officio Chairman of the Council and the Faculty. He shall, in the absence of the Chancellor, preside at the convocation of the University and confer degrees, diplomas and other distinctions on persons entitled to receive them.
