Section 7(17) in Himachal Pradesh Specified Essential Commodities (Regulation of Distribution) Order, 2019
(17)Fair Price Shop Holder shall sell specified essential commodities only to the card holder or any other members having their names in the ration card; but specified essential commodities entitled to him/her can be given to the person authorized by him/her, in case ration card holder and members are more than 60 years of age or a destitute.
