(2)Subject to such Rules as may be prescribed, [the Government, the Director of Rural Development or any other Head of Department or the Collector] [Substituted for the words 'the Government, Commissioner of Land Administration, the Collector or Revenue Divisional Officer' by Tamil Nadu Panchayats (Third Amendment) Act, 1999 (Tamil Nadu Act 29 of 1999).], the District Panchayat, the Panchayat Union Council or the [Secretary] [Substituted for the words 'Chief Executive Officer' by Tamil Nadu Panchayats (Third Amendment) Act, 1998 (Tamil Nadu Act 28 of 1998).], the Commissioner, or any person or body of persons, may transfer to the Village Panchayat, with its consent and subject to such conditions as may be agreed upon, the management of any institution, or the execution or maintenance of any work, or the exercise of any power or the discharge of any duty, whether within or without the village, and whether provided for in this Act or not.
