Section 90(3) in The Haryana Motor Vehicles Rules, 1993
(3)When an appeal is preferred, the [State Transport Controller] [Substituted for 'Transport Commissioner' by Haryana Notification No. S.O.131/C.A.59/1988/Ss.28, 38, 65, 93, 96, 107, 111, 138, 176 and 213/2003 dated 29.10.2003.] shall issue a notice to the licensing authority against whose order the appeal is preferred.
