(3)Compensation may be paid by the Commissioner, in any case which he thinks fit to any person who sustain substantial loss by the destruction of any such hut or shed ; but, except as so allowed by the Commissioner, no claim for compensation shall be allowed for any loss or damage caused by any exercise of the power conferred by this section.
