Section 6(1)(j) in The Maharashtra Prevention of Cruelty to Animals (Conduct of Bullock Cart Race) Rules, 2017

(j)The organizer shall ensure that no pain or suffering is caused to the animal before and during bullock cart race by any person or person in charge of the animal used to conduct bullock cart race by any means ;
