Section 232(5) in The Navy (Pension) Regulations, 1964
(5)(a)Service under the Central Government or a State Government;(b)Service under a foreign Government or a local body or an autonomous Corporation or a Municipality or other institution, provided that a pension contribution is paid to the Central Government by the officer or, if under the general or special arrangement the borrowing authority is to bear the contribution then by such authority;
