Section 7 in Sikkim Interpretation and General Clauses Act, 1977
7. Rights of the Government.
- No Sikkim law shall in any manner whatsoever affect the rights of the Government unless it is expressly provided therein or unless it appears by necessary implication there from that the Government is bound thereby.
