Section 8(1) in The Indian Cost Accounts Service Rules, 2001
(1)All permanent officers included in the Service under rule 6 in any grade shall rank senior to all officers substantively appointed to that grade subsequently and all temporary officers included in the initial constitution of the Service in any grade shall rank senior to all temporary officer appointed to that grade subsequently.
