3. Learned counsel appearing on behalf of the petitioner submits that on account of the impugned policy, the merit is a casualty. He shows that the candidate, who obtained 14th rank, has been considered for allotment of seat, ignoring the claim of the petitioner. He, therefore, challenges the policy in question being arbitrary and discriminatory.
