108. Presently, the value-added-services are not very popular among the customers/ subscribers. Hence, pay-perprogramming seems a forward looking approach for ensuring greater customers/subscribers choice. Moreover, as pointed out by majority of the stakeholders, there will be an additional cost associated with it for increased investments in technology and manpower. In view of the above, the Authority is of the view that there is no need to regulate pay-per-program viewing at present as it is at a nascent stage and, the industry may provide option to customers/ subscribers at an appropriate time when the stakeholders including subscribers and the infrastructure are ready to implement pay-per-program viewing.
