Section 439(4) in The U.P. Co-operative Societies Rules, 1968
(4)Notwithstanding anything contained in these rules, the Election Officer for each constituency may depute a polling Officer from amongst Government servants who are not concerned with the management and administration of societies to assist him in the conduct of elections.
