Section 19(1) in The West Bengal Khadi And Village Industries Board Act, 1959
(1)Subject to the provisions of sub-sections (2) and (3), no sum shall be expended by or on behalf of the Board unless the expenditure is covered by a specific provision in the budget sanctioned by the State Government.
