Section 51(1) in The Gujarat Industrial Relations Act, 1946
(1)Any member of a Joint Committee may move a proposal regarding any change other than a change in any standing order or regarding any other matter affecting the relations between the employer and the employees in the undertaking or occupation, as the case may be, for which the Committee is constituted :Provided that no such proposal shall be moved for a change in respect of any industrial matter if such change could not for the time being be made under this Act.
