Section 9(1) in The U.P. Educational Teaching (Subordinate Gazetted) Service Rules, 1993
(1)Subject to the provisions of sub-rule (2) the appointing authority shall make appointment by taking the names of the candidates in the order in which they stand in the list prepared under Rule 8.
