(5)From the date specified in the notification under sub-section (1) all rights and assets which, for the purposes of the proceeding transferred by such notification are vested in, and all obligations and liabilities which for the same purposes are enforceable against the authority from whom the transfer is made, shall vest in or be enforceable against the authority to whom the transfer is made.]
