SHRI VARKALA RADHAKRISHNAN (CHIRAYINKIL): Sir, in the last Session, postal employees were on strike. They were demanding the implementation of the Talwar Committee Report and the strike went on for some time. The then Minister for Communications negotiated with the employees and came to a settlement. The matter was reported before this House also. The security of service and other matters of the Extra Departmental employees were involved but the Government have not implemented their decision. Now the workers are put to difficulties. If things go on like this, there will be another all-India strike by the employees. I request the Government to intervene immediately and avoid the strike...(Interruptions)> श्री गौरी शंकर चतुर्भुज बिसेन (बालाघाट) : सभापति महोदय, माह जुलाई में डाक-तार कर्मचारियों ने पूरे भारत में हड़ताल की थी। उस समय इस सदन में और इस सदन के बाहर यूनियन के कर्मचारियों और उनके नेताओं को हमारी संचार मंत्री और माननीय प्रधानमंत्री जी ने आश्वासन दिया था .... SHRI VARKALA RADHAKRISHNAN : What is the response of the Government? The Government may kindly respond. The entire communication of the country will be paralysed. The Minister had agreed to it before the House. It is really a breach of privilege. You had given an assurance on the floor of the House.

(Interruptions)* श्री गौरी शंकर चतुर्भुज बिसेन (बालाघाट) : सभापति महोदय, इस वर्ष माह जुलाई में पूरे भारत में डाक और तार विभाग के कर्मचारियों ने हड़ताल की थी और यह लम्बे समय तक चली थी। इसकी चर्चा उस समय सदन में हुई थी। हमारी संचार मंत्री और माननीय प्रधानमंत्री जी ने यूनियन के कर्मचारियों और नेताओं को आश्वासन दिया था कि तलवार कमेटी की सिफारिशों को लागू किया जायेगा लेकिन जब हम अपने जिले में जाते हैं तो उनकी यूनियन हम लोगों का घेराव करती है। मेरी सरकार से मांग है कि कर्मचारियों की आवश्यकताओं को ध्यान में रखते हुये तलवार कमेटी रिपोर्ट को शीघ्र लागू किया जाये। साथ ही पांचवें वेतन आयोग की रिपोर्ट में जो विसंगतियां हैं, उन्हें भी दूर किया जाये। सभापति महोदय : आप कया चाहते हैं और भारत सरकार को कया करना चाहिये, वह बताइये। श्री गौरी शंकर चतुर्भुज बिसेन : सभापति महोदय, यह हड़ताल लम्बे समय तक चलती रही है। इसलिये मैं शासन से अपेक्षा करता हूं कि इस रिपोर्ट को लागू करने के लिये जितनी समयावधि दी गई थी, उसके अनुसार कर्मचारियों की समस्याओं का समाधान किया जाये जिससे हमारा वायदा पूरा हो सके।
