1. The Appellant filed an RTI applications dated 26.05.2023, 10.05.2023 & 25.06.2023 seeking information on the following points:

(i) िनबंधन / Registry डाक अथवा िच ी िवतरण करने का तय सूिनि त समय ा है ?
(ii) यह उ िच ी आपके शाखा म कब ा ई?
(iii) यह उ िच ी को िवतरण / Delivery करने का िज ेदारी और दािय िकसका था
उनका नाम और पद के िवषय म जानकारी उपल करने का कृ ा करगे ?
(iv) यह उ िच ी को ससमय ा कता को ा नहीं करवाने का दोषी के िव कायवाही
के िलये िवभागीय ावधान के िवषय म सूचना उपल करने का कृ ा कर।

2. The CPIO replied vide letter dated 27.06.2023, 08.06.2023 & 20.07.2023 and the same is reproduced as under:-

(ii) िनबंिधत डाक सं. RJ1xxxxxxxxIN धुवा उपडाकघर म िदनांक 01.05.2023 को ा
आ|
(iii) उ प को िवतरण करने की िज ेदारी ी िमथुन कुमार महतो, डािकया धुवा
उपडाकघर एवं ी अशोक कुमार पटे ल, डाक सहायक (मेल) धुवा उपडाकघर की थी।Page 2 of 5

(i) वां िछत सूचना RTI अिधिनयम 2005 के धारा 4 के अंतगत इं िडयापो के वेबसाइट
www.indiapost.gov.in के "ABOUT US" के अंतगत "CITIZEN CHARTER"
िवक पर उपल है ।
(ii) िनबंिधत डाक सं. RJ1xxxxxxxxxIN धुवा उपडाकघर म िदनांक 13.04.2023 को ा
आ|
(iii) प िवतरण रां ची यूिनविसटी उपडाकर के डािकया इं नाथ शमा, बीट सं. 02 के ारा
िकया गया।
(iv) िनबंिधत उाक सं. के िवतरण म िवल का कारण प पर अंिकत गलत /अधूरा पता था।
प पर िपनकोड 834004 अंिकत था जो िक धुवा उपडाकघर से संबंिधत है, पर ु पता के अनुसार िवतरण े रांची यूिनविसटी उपडाकघर है। अतः िपनकोड सोिटग अनुसार प धुवा उपडाकघर को ा आ था एवं धुवा उपडाकघर से लौटने के बाद रांची यूिनविसटी उपडाकघर से िवत रत आ। रांची यूिनविसटी उपडाकघर का िपनकोड- 834008 है, इसे योग म लाया जाय।
(v) डाक िवतरण से स ंिधत सभी िनयमावली इं िडयापो के वेबसाइट
www.indiapost.gov.in पर तः उपल है

www.indiapost.gov.in के "ABOUT US" के अंतगत "CITIZEN CHARTER" िवक पर
उपल है ।

(ii) िनबंिधत डाक सं. RJ187098944IN धुवा उपडाकघर म िदनांक 29.05.2023 को ा आ
एवं उसी िदन रांची यूिनविसटी उपडाकघर के िलए Redirect कर िदया गया। |
(iii) प िवतरण रांची यूिनविसटी उपडाकर के डािकया इं नाथ शमा, बीट सं. 02 के ारा िदनां क 10.06.2023 िकया गया।
(iv) िनबंिधत डाक सं. RJ187098944IN के िवतरण म िवल का कारण प पर अंिकत गलत अधूरा पता था। प पर िपनकोड 834004 अंिकत था जो िक धुवा उपडाकघर से संबंिधत है, पर ु पता के अनुसार िवतरण े रांची यूिनविसटी उपडाकघर है। अतः िपनकोड सोिटग अनुसार प धुवा उपडाकघर को ा आ था एवं धुवा उपडाकघर से लौटने के बाद रांची यूिनविसटी उपडाकघर से िवत रत आ। रां ची यूिनविसटी उपडाकघर का िपनकोड- 834008 है, इसे योग म लाया जाय। उ ेखनीय है िक उ प रां ची आर.एम.एस. ारा िदनांक 10.06.2023 को रां ची यूिनविसटी उपडाकघर को ा आ एवं उसी िदन िवत रत आ। िदनां क 30.05.2023 से िदनां क 09.06.2023 तक डाक सं. RJ187098944IN रांची आर.एम.एस. के े ािधकार म आता है। अतः मामला रां ची आर.एम.एस. को अ सा रत िकया जा रहा है।
(v) डाक िवतरण से स ंिधत सभी िनयमावली इं िडयापो के वेबसाइट
www.indiapost.gov.in पर तः उपल है ।

Dissatisfied with the responses received from the CPIO, the Appellant filed a First Appeals dated 29.06.2023, 12.06.2023 and 28.07.2023, alleging that the information provided was incomplete, false and misleading. The FAA vide order dated 19.07.2023, 06.07.2023 and 11.08.2023 upheld the replies given by the CPIO.
4. Aggrieved with the FAA's orders, the Appellant approached the Commission with the instant Second Appeals dated 13.09.2023, 07.08.2023 and 20.09.2023.
5. The appellant remained absent during the hearing despite notice and on behalf of the respondent Mr. Pooja Pandey, Inspector attended the hearing through video conference.

The respondent while reiterating the contents of the RTI Application stated that he had sought information regarding update status of his three letters dated 28.04.2023, 10.04.2023 and 25.05.2023. She further submitted that point-wise replies to all three RTI applications in accordance with the provisions of the RTI Act, 2005, had already been furnished to the appellant vide their letter dated 27.06.2023, 08.06.2023 and 20.07.2023. Hence, no further information remained to be provided to the Appellant, she said.

The Commission after adverting to the facts and circumstances of the case, hearing the respondent and perusal of records, observes that the CPIO has provided appropriate replies to all three RTI Applications as per the provisions of the RTI Act vide letters dated 27.06.2023, 08.06.2023 and 20.07.2023. Further, in the absence of the Appellant to plead his case or contest the CPIO's submissions, the Commission finds no scope of intervention in the matter. With this observation, the appeal is dismissed.
Copy of the decision be provided free of cost to the parties.
