Section 14(a) in Andhra Pradesh Panchayat Raj (Auction of sand in the water courses vesting in Gram Panchayat) Rules, 2000
(a)The nominated Authority shall commence auction proceedings at the time fixed in the notification and allow only the eligible participants including tenderers to be admitted into the auction hall. During the proceedings if any person tries to disturb the proceedings the auctioning authority may expel such person to withdraw from the proceedings.
