Section 40(5) in Dr. Abdul Haq Urdu University Act, 2016
(5)The appointment of employees, other than teachers, in the University and the promotion in each cadre shall be in accordance with the qualifications and selection criteria prescribed by the Executive Council.Provided that a minimum of fifty percent (50%) of the promotions in each cadre shall be made by merit in a prescribed test.
