ORDER
1. Shri Subhash Chandra Kapil, the appellant, sought to know educational and technical qualifications prescribed by the University for the posts of Data Entry Operator/Stenographer, Computer Operator and Accounts Officer along with the pay scale fixed for the said posts; date of appointment of Shri Naveen Kumar to the post of Data Entry Operator/Steno under the SC/ST category; whether or not Shri Naveen Kumar fulfilled the University's eligibility criteria for the post of Steno along with the certified copies of complete documents submitted by Shri Naveen Kumar for his appointment to the above stated post; etc., through eight points.

The appellant, not having received any response from the Central Public Information Officer (CPIO) within the stipulated time period, filed appeal before the First Appellate Authority (FAA) with a request to direct the CPIO to provide the desired information to the appellant. Subsequently, the CPIO gave a point wise response to the appellant's RTI application and denied disclosure of information u/s 8(1)(j) of the RTI Act, 2005, to the appellant on point 5 of his RTI application. The FAA does not appear to have adjudicated in the matter. Aggrieved, the appellant approached the Commission with a request to direct the CPIO to provide complete and correct information to the appellant on point 1, 5 & 8 which related to Data Entry and Stenographers' educational and technical qualifications and grade pay and Shri Naveen Kumar's educational and technical qualifications at the time of entry and whether or not he fulfilled the eligibility criteria for Accounts Officer's post as exemption u/s 8 of the Act was not applicable to the information sought by the appellant. In addition to the above, the appellant also sought imposition of penalty upon the CPIO and to recommend necessary action against the CPIO u/s 20(1) &20(2) of the RTI Act, 2005.
3. The matter was heard by the Commission. The appellant was not present for the hearing despite the notice for hearing having been duly sent to him.

The respondent stated that the CPIO had given complete information, as per the records, to the appellant and keeping the provisions of the RTI Act, 2005, in view, relating to third party information but, if the appellant was not satisfied with the information provided to him, the CPIO could not have created the same for the appellant's convenience. The appellant was not present to put forth his contentions, if any. As regards point 1, the CPIO had provided the educational and technical qualifications and the grade pay and that Shri Naveen Kumar fulfilled the eligibility conditions for Data Entry Operator and Accounts officer's post.

On hearing the respondent and perusing the available records, the Commission observes that the CPIO has appropriately responded to the appellant's RTI application and provided the available information, as per the records, on most of the points of his application. The Commission further observes that the information sought by the appellant under points 5 & 8 pertains to personal information of third party. The Commission also did not find any larger public interest involved in the matter and hence, the information sought by the appellant was exempt from disclosure u/s 8(1)(j) of the RTI Act, 2005. The appeal is disposed of.
