Section 62 in The West Bengal University of Health Sciences Act, 2002

62. Honorary degree.

(1)The Executive Council may consider and recommend to the General Council the conferment of an honorary degree or other academic distinction on any person, without requiring him to undergo any test or examination, on the ground solely that he, by reason of his eminent position, attainments and public service, is a fit and proper person to receive such degree or other academic distinction, and such recommendation shall be deemed to have been duly passed if supported by a majority of not less than two-thirds of the members present at the meeting of the General Council, being not less than one-half of its total membership :Provided that the Executive Council shall not entertain or consider any proposal in that behalf without the Vice-Chancellor having obtained the previous approval of the Chancellor.
(2)The Executive Council may take a decision on the proposal of the General Council provided that the General Council shall not entertain or consider any proposal in that behalf without the Vice-Chancellor having obtained prior approval of the Chancellor.
