Section 15(1)(i) in The Orissa Building and Others Construction Workers (Regulation of Employment and Conditions of Service) Rules, 2002

(i)The State Government may appoint an officer not above the rank of Joint Commissioner of Labour as Secretary to the State Advisory Committee and appoint such other staff being in the service of the State Government, as it may think necessary, to enable such committee to carry out its functions.
