Section 11(1) in The Bengal Criminal Law Amendment Act, 1930
(1)The State Government shall by order in writing, appoint such persons as it thinks fit to constitute Visiting Committees for the purposes of this Act, and shall be rules prescribe the functions which these committees shall exercise.
