- The relative seniority of employees in any grade shall be determined according to the dates of continuous appointment to the grade, employees promoted on the same date shall keep the position inter se which they held in the lower grades from which they were promoted. Seniority of persons recruited from outside at the same time shall be determined according to the order of merit preference indicated at the time of selection for appointment.
