10. Port State Control on operational requirements.
(1)During inspection of a foreign ship in Indian port under Section 356-G, the surveyor, or as the case may be, any other person authorised thereunder, has clear grounds to believe that the master or crew of that ship are not familiar with operational requirements and procedures relating to the prevention of pollution by harmful substances, the Director-General or any officer authorised by him, shall, on the recommendation of the surveyor or the authorised person, take such steps as are provided under Section 356-H.(2)Nothing in these rules shall be construed as to limit the rights and obligations of the Central Government carrying out control over operational requirements specifically provided for in the Convention.
