28. Appointment of Competent Authority and his function.
(1)The State Government may, by notification, appoint such officer from the Water Resources Department, or any other department, as it considers necessary, to be the Competent Authority for every farmers' organisation for the purposes of this Act.(2)The Competent Authority appointed under sub-section (1) shall be responsible to the respective farmers' organisations in the implementation and execution of all decisions taken by the farmers' organisation in the prescribed manner and shall provide technical advice and ensure that the work is executed in accordance with the technical parameters.
