Section 13(3) in The Orissa Statistics and Economics Service Rules, 1979
(3)In filling up the vacancies so reserved, candidates who are members of the Scheduled Castes and Scheduled Tribes shall be considered for appointment in the order in which the names appear in the list referred to in Rule 12 irrespective of their relative ranks as compared with other candidates.
